Metro’s Donelson-Hermitage-Old Hickory plan says Community Plans guide land-use decisions including zone changes and subdivision requests; the cited plan was adopted August 24, 2017. That makes it a different local-policy file from Green Hills-Midtown, not a substitute for parcel-specific zoning, permits or project status.
